Ben, cela peut avoir plusieurs sens. Par exemple, si tu veux dire qu'elle est folle, tu pourrait dire...
She was crazy/insane/out of her mind/nuts.
Si tu veux dire que, litéralement, qu'elle brûlait...
She was on fire.
Et enfin, si tu veux dire qu'elle a trop bu, qu'elle a été ivre...
She was drunk/smashed.
Il y a aussi le mot "lit" pour ce dernier exemple, alors "She was lit" veut dire qu'elle a été ivre, mais cette version garde le sens de "allumée".
A direct translation of "allumée" would be "alighted" but saying "She was alighted" doesn't mean anything in English.

She watched TV because it was turned on.
They mean the same thing, and are interchangeable as far as I know :)
(and just for the record, the opposite is "turned off" or "off")

The use of it is very different than it is in French. However, a lot of people don't use it almost ever, so it's slowly disappearing.
